The test

On 20 February 2023, TikTok published an announcement introducing the Creativity Program Beta, a US programme TikTok said it 'developed... based on learnings and feedback from our creators' about the original Creator Fund. The post set new entry terms: creators needed to be 'at least 18 years old,' hold 'at least 10K followers,' show '100K authentic video views in the last 30 days,' post from an 'account in good standing,' and, the headline change, publish 'high-quality, original content longer than one minute.' The same post later confirmed the beta fully replaced the Creator Fund 'in the US, UK, France, and Germany, effective December 16, 2023.'

What the evidence says

TikTok's own newsroom post is the only primary source for the programme's launch terms, so every criterion here is a platform disclosure rather than an audited outcome. The 2023 post explicitly raises the entry bar above the 2020 fund's terms, which required only a follower 'baseline' and, from March 2021, 100K views, without a minimum video length. TikTok's later post introducing the Creator Rewards Program in March 2024 describes the Beta as an intermediate step, stating the platform then moved to an 'optimized rewards formula focused on... originality, play duration, search value and audience engagement.' Neither post discloses a payout rate for the Beta itself; TikTok stated only that the aim was to 'generate higher revenue potential' than the fund it replaced.

The sample and the variance

The Beta's published terms cover a specific creator population: adults with at least 10,000 followers and 100,000 recent views, posting videos over one minute, in a rollout that began in the US before extending to the UK, France and Germany. TikTok did not publish, in the pages reviewed, what proportion of eligible creators actually enrolled, nor a rate connecting views to dollars. The 'higher revenue potential' language is TikTok's own framing and is not a measured or audited comparison against the prior fund.

What to try next

This is an editorial reading, not a payout projection. Anyone assessing a 'beta' monetization programme can reasonably treat the video-length and view thresholds as the concrete, checkable facts, and treat 'higher revenue potential' as marketing language pending a platform-disclosed rate; watch for a beta's stated end date, since TikTok's own post names December 2023 as when the Beta stopped being optional; and compare eligibility bars across a platform's successive programmes to see whether the bar is rising, not just changing.

  • Did the platform state a fixed end date for the 'beta' label, and has that date passed?
  • Does the platform compare its new payout formula to the old one in measurable terms, or only in adjectives?

The Creativity Program Beta shows how a 'beta' label can mark a hard eligibility change rather than a soft trial: TikTok's own record ties a specific one-minute threshold to a specific replacement date, eighteen months apart.
